City Commission Minutes 08/02/2016

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, August 2, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Thomas Beem, and Robert Morse Jr.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on July 19, 2016 and the special meeting held on July 25, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Enns to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1506.  After a careful review and discussion thereof, Commissioner Morse moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1506.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, August 16, 2016 at 5:00 P.M.   Mayor Baughman called for a work session on August 9, 2016 at 5:00 P.M., followed by a public hearing at 6:00 P.M. for the approval of the 2017 budget.

 

150th Celebration Review:     

 

Merl Page reminded the Governing Body of the upcoming Farm, Faith and Family event for the 150 Celebration, which will be held in the City Park on August 20, 2016 and August 21, 2016.

 

Equipment Review – Police Communications:   

 

The City Manager advised that during an emergency, such as a tornado, that the police dispatch would have to go to the basement, a redundant communication system would benefit the police department to keep City communications active. The cost to this type of system would be approximately $36,000, which is not in the budget.  However, it could come out of the reserve funds with Governing Body approval.  Commissioner Ditto advised he would like to have a meeting with Chief Baker prior to making any further decisions.

 

Equipment Review – Street Department:

 

Merl Page reported it is the staff’s recommendation to trade the Street Department 1992 dump truck with a $5,000 trade in, to purchase a 2003 Kenworth with a snowplow for $54,794 after the trade in. This would be a budgeted purchase. Commissioner Enns moved to approve the purchase of a 2003 Kenworth truck with a snowplow for $54,794 after a $5,000 trade in of the 1992 dump truck. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager advised the sales tax for Pottawatomie County was up 4.3% and the City sales tax is up .4%. He asked the Governing Body to consider a day and time for an open house for the Power Plant, Commissioner Ditto suggested October 1, 2016, which would coincide with the Oztober Fest. Merl also reported the Pottawatomie County engineer has applied for a grant that would assist in replacement of the bridge at Valley and Balderson. The yellowbook (phone book) would be distributed to residents in September and October. The monthly calendar was included in the meeting packets. Merl read a letter from Rose Ralston from Lincoln, NE commending our small town on cleanliness and friendliness.

 

At this time, Commissioner Morse moved to adjourn into executive session for a period of ten (10) minutes for acquisition of property and would reconvene at 6:34 PM. Commission Enns seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

The Mayor called the meeting back to order at 6:34 PM, at which time Commissioner Morse moved to adjourn back into executive session for a period of fifteen (15) minutes for acquisition of property and would reconvene at 6:49 PM. Commission Ditto seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

The Mayor called the meeting back to order at 6:49 PM.
