City Commission Minutes 07/18/2017

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Wednesday, July 18, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Robert Morse Jr., Clifford Baughman and Thomas Beem.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on July, 5, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Morse to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1529.  After a careful review and discussion thereof, Commissioner Morse moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1529.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, August 1, 2017 at 4:30 P.M.

 

Drainage Improvement Review:

 

Merl Page reported all parties that own the Morton Park area of 6th St. and Parkview have agreed to the drainage easement parameters. The City Attorney will draft the easement for signatures by the current landowners.

 

Food Truck Request:

 

Bobby Santacroce, Big Boys BBQ, was present to request permission to sell out of a food truck on public streets or property. After a lengthy discussion, Commissioner Weixelman moved to table the issue until the next regular meeting for further evaluation and research. Commissioner Baughman seconded the motion. Motion carried. Aye: 5, Nay:  0.

 

Ordinance No. 1682:

 

Ordinance No. 1682 was read and presented as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING “NORTH RIDGE ADDITION UNIT THREE, AN ADDITION IN THE CITY OF WAMEGO, POTTAWATOMIE COUNTY, KANSAS, A REPLAT OF LOTS 30A THRU 38B INCLUSIVE, NORTH RIDGE ADDITION FINAL PLAT”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Beem moved to approve Ordinance No. 1682. Commissioner Baughman seconded the motion. Motion carried. Aye: 5, Nay:  0.

 

Ordinance No. 1683:

 

Ordinance No. 1683 was read and presented as follows:

 

AN ORDINANCE ANNEXING LAND TO THE CITY OF WAMEGO, KANSAS. WHEREAS, THE FOLLOWING DESCRIBED LAND ADJOINS THE CITY OF WAMEGO, KANSAS, AND IS GENERALLY LOCATED SOUTH OF HIGHWAY 24 AND EAST OF SOUTH WIND DRIVE; AND WHEREAS, A WRITTEN PETITION FOR ANNEXATION OF THE FOLLOWING DESCRIBED LAND, SIGNED BY ALL OF THE OWNERS THEREOF, HAS BEEN FILED WITH THE CITY OF WAMEGO, KANSAS, PURSUANT TO K.S.A. 12-520(A)(7), AS AMENDED; AND WHEREAS, THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, FINDS IT ADVISABLE TO ANNEX SUCH LAND.

 

Commissioner Baughman moved to approve Ordinance No. 1683. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.    

 

Recreation Advisory Board Recommendations:

 

The City Manager reported two recommendations made by the Recreation Advisory Board are as follows:  

 

1. The Pottawatomie County Caring Hearts Humane Society has received a grant for dog excrement stations. They would like to have them installed in the City Park.

 

2. To allow the Recreation Department to change the soccer field rental agreement to NOT allow rentals in the months of July and August due to field upkeep issues.

 

After a lengthy discussion, Commissioner Beem moved to authorize both recommendations. Commissioner Baughman seconded the motion. Motion carried. Aye: 3, Nay:  2. Commissioner Weixelman and Mayor Ditto voting no.

 

Solid Waste Committee Appointment:

 

Merl Page advised the Governing Body of the need to appoint a member of the Governing body to the Pottawatomie County Solid Waste Committee. Commissioner Weixelman moved to appoint the sitting Mayor or Mayor Pro-Tem in the Mayor’s absence to the Committee. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0

 

Pottawatomie County Solid Waste Committee Appointment:  

 

The City Manager reported the contract for the 4th Street Project had been received for signatures. Commissioner Baughman moved to authorize the Mayor and City Clerk to sign the documents contingent upon City Attorney review. Commissioner Beem seconded the motion. Motion carried Aye: 5, Nay: 0.

 

4th Street Project Update:

 

Merl Page reported the 4th Street Project was underway, however he had been contacted about increasing the water line in the area while it was under construction from a six (6) inch line to a twelve (12) inch line increasing capacity at a cost of approximately $55,000. Commissioner Baughman moved to increase the water line in the 4th Street Project. Commissioner Morse seconded the motion. Motion carried. Aye: 5, Nay:  0.

 

City Manager and Other Reports:

 

At this time, the City Manager reported multiple projects throughout town were in progress. Steve Land was present to report the Wamego Health Center project had begun.

 

Merl Page reminded the Governing Body of the Budget work session and special meeting will be held July 25th at 5:30 in the City Commission Chambers.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of ten (10) minutes to discuss acquisition of property and for Attorney-Client privilege related to potential litigation and that the Commission would reconvene at 6:50 PM.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:50 P.M.
