City Commission Minutes 06/21/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, June 21, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto and Thomas Beem.   Robert Morse Jr. was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on June 7, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye:  4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1503.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1503.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, July 5, 2016 at 4:30 P.M. 

 

Special Recognition (Proclamation):   

 

Mayor Baughman thanked and recognized Darrin Stewart for his twenty five (25) years of service on the volunteer fire department by presenting him a Proclamation.

 

Ordinance No. 1662 – Text Amendment:

 

Ordinance No. 1662 was presented for a text amendment to a zoning ordinance that would allow open style porches and covered decks in the R-H: Historical Townsite Residential District to be constructed as near as seven and one half feet (7 1/2’) behind the front property line after having been sent back to the Planning Commission at the last meeting. The Planning Commission unanimously denied the text amendment for a second time. Commissioner Enns moved to accept the Planning Commission’s recommendation and not adopt Ordinance No. 1662. Commissioner Ditto seconded the motion. Motion carried.   Aye: 4, Nay:  0.

                            

Recreation Advisory Recommendations:    

 

The City Manager reported two recommendations were received from the Recreation Advisory Board. The first recommendation is for benches to be installed mid-way along the sidewalk leading to the ball fields.  Commissioner Enns moved to approve installing benches along the sidewalk leading to the ball fields. Commissioner Ditto seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

The second recommendation by the Recreation Advisory Board was to reinvest in pickle ball nets and equipment for use on the old tennis courts located in the City Park. Commissioner Beem moved to invest in pickle ball nets and equipment. Commissioner Ditto seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Bid Review:       

 

Bruce McMillan was present to report two bids had been received for the City office security project with the lowest bid being from Riley Construction for $48,000.00. Commissioner Enns moved to authorize the City Manager to negotiate a contract with Riley Construction. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Merl Page advised bids were received for the 4th Street sidewalk project with the lowest bid being from Josh Connet Excavation for $449,477.10. It was the Street Advisory Committee and staff recommendation to table for further study of the ad alternate. Commissioner Ditto moved to table accepting the bid for further study. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Board Appointment:    

 

The City Manager reported his term on board for KMGA is expiring. Commissioner Enns moved to reappoint Merl Page to the board for KMGA. Mayor Baughman seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Board Resignation:

 

Merl Page reported he received a letter from Annette Rohde resigning from the Planning Commission. Commissioner Beem moved to accept the resignation letter from Ms. Rohde. Commissioner Ditto seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Alcohol and Drug Testing Annual Renewal:

 

The City Manager reported that the annual drug testing contract would be expiring.  Commissioner Enns moved to renew the contract. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay: 0. 

 

City Manager and Other Reports:

 

The City Manager reported library minutes, finances and statistics were included in the meeting packets. The Kansas Government Journal was passed out and he reminded the Governing Body to advise if they wanted to be in the 4th of July parade.

 

He also reported the City received a thank you card from Running for Others letting him know the group had raised over $6,000 during the annual run this year.  

 

No further business appearing, meeting was adjourned.
