City Commission Minutes 06/07/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, June 7, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Robert Morse, Jr. and Thomas Beem.   

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on May 17, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1502.  After a careful review and discussion thereof, Commissioner Beem moved, seconded by Commissioner Morse, to approve and adopt Appropriation Ordinance Number 1502.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, June 21, 2016 at 4:30 P.M. 

 

Crossroads Soccer:   

 

Wymetta Newell was present to read a statement to the Governing Body to give general information about Crossroads soccer for a future meeting.  

 

Ordinance – Itinerant Merchants:

 

Ordinance No. 1661 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING ARTICLE I. SOLICITORS, CANVASSERS, PEDDLERS, OF CHAPTER V. BUSINESS REGULATIONS, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, ESTABLISHING NEW FEES FOR LICENSING OF SOLICITORS, CANVASSERS AND PEDDLERS, ESTABLISHING INVESTIGATION PROCEDURES RELATIVE TO SAID PERSONS, EXEMPTING ITINERANT MERCHANTS FROM LICENSING AND FEE REQUIREMENTS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1661. Commissioner Morse seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Ordinance -Text Amendment: 

 

An ordinance was presented for a text amendment to a zoning ordinance that would allow open style porches and covered decks in the R-H: Historical Townsite Residential District to be constructed as near as seven and one half feet (7 1/2’) behind the front property line. The request for the text amendment came from Brian Logan. Brian was present to discuss the issue with the Governing Body after the Planning Commission unanimously denied the text amendment. The text amendment request came after Mr. Logan built a covered porch in the R-H district.  

                          

After considerable discussion, Commissioner Ditto moved to send this issue back to the Planning Commission for further study in order to clarify the definitions of a building and a pergola, as well as address Mr. Logan’s options for the covered porch. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Equipment Review – Police Department:    

 

The City Manager reported two proposals were received for the replacement of the 800 MHz repeater from K-Comm for $28,995.78 and TFM Comm, Inc. for $21,830.49. It is the Chief of Police’s recommendation to accept the TFM Comm, Inc. proposal. Commissioner Morse moved to accept the TFM Comm, Inc. proposal for $21,803.49 to replace the 800 MHz repeater. Commissioner Enns seconded the motion.  Motion carried.   Aye: 5, Nay:  0.

 

City Park Use Request- Marci Ritter:       

 

Merl Page advised he had a request to use the city park for the Global Campus annual retreat. Commissioner Beem moved to allow the Global Campus annual retreat in the city park. Commissioner Enns seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Board Appointment:    

 

The City Manager reported his self-imposed term as the Ex-Officio non-voting member of the Wamego Hospital Association Board is expiring. Commissioner Ditto was appointed by the Mayor to be the Ex-Officio non-voting member of the Wamego Hospital Association Board.

 

Year End Transfers: 

 

The City Manager advised the Governing Body several post audit transfers have been recommended.  The recommended transfers are as follows:

 Commissioner Enns moved to approve the recommended transfers. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

City Manager and Other Reports:

 

The City Manager reported City sales tax was down 2% and the County sales tax was up 2.6% from this time last year.

 

The tentative 2017 budget calendar schedule was included in the meeting packets. 

 

He also reminded the Governing Body of the KanCap “Board and Commission” training that is being held in the City Commission room on June 16, 2016.
