City Commission Minutes 05/16/2017

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, May 16, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Clifford Baughman. Commissioners Thomas Beem and Robert Morse Jr. were absent.   

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on May 2, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Weixelman to approve the minutes as presented.  Motion carried.  Aye: 3, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1525.  After a careful review and discussion thereof, Commissioner Baughman moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1525.  Motion carried.   Aye: 3, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, June 6, 2017 at 4:30 P.M. Mayor Ditto reported he would be absent for the next regular meeting. At that time, Merl Page suggested the Governing Body elect a council president in the absence of the Mayor and Mayor Pro-Tem. Commissioner Baughman moved to elect Commission Beem to be the Council President. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 3, Nay:  0.

 

The City Manager advised of a public meeting Tuesday, May 23, 2017 to discuss the 4th Street Project.

 

Annual Report – Chamber of Commerce/CVB :

 

Daryn Soldan was present to give the Governing Body an update on the activities of the Chamber of Commerce and the Convention and Visitors Board. Daryn went over the 2016 highlights.  He also reported the Wamego Chamber currently has approximately 209 members. He advised that Peer Chamber had 55 members. Daryn reported the Convention and Visitors Bureau utilized several grants for marketing and tourism outreach. The Governing Body thanked both boards for their time and dedication. 

 

Commissioner Robert Morse Jr. joined the meeting at 6:23 P.M.

 

Street Closure Request – July 4th:

 

The Wamego Chamber of Commerce director, Daryn Soldan, requested Lincoln Avenue be closed  from 3 PM to 8 PM on July 4, 2017 for the 146th Annual 4th of July Parade. Commissioner Morse moved to approve closing Lincoln Avenue as requested. Commissioner Weixelman seconded the motion.  Motion carried. Aye: 4, Nay: 0.    

 

City-County Agreement – 4th Street:

 

Merl Page reported John Watt had drafted an agreement for the 4th Street Project in which the County had agreed to pay up to $190,000.  Commissioner Baughman moved to authorize the Mayor to sign the agreement contingent upon City Attorney and County Attorney review. Commissioner Weixelman seconded the motion. Motion carried. Aye: 4, Nay: 0.    

 

Board Appointments:

 

Commissioner Morse moved to re-appoint Ila Bartels and Dorothy Gordon to the Wamego Housing Authority. Commissioner Weixelman seconded the motion.  Motion carried. Aye: 3, Nay: 0.    

 

Commissioner Baughman moved to appoint Leslie Dugan to an unexpired term which expires February 1, 2018 and Tasha Langvardt to the Wamego Recreation Advisory Board with the term expiring February 1, 2021.  Commissioner Weixelman seconded the motion. Motion carried. Aye: 4, Nay: 0.    

 

Year End Transfers-2016:

 

The City Manager recommended fund transfers for 2016 year end. The recommended transfers are as follows:

 

From General Fund to Fire Reserve for 50,000

From General Fund to Capital Imp Reserve for 450,000

From General Fund to Equipment Reserve for 300,000

From Special Hwy Fund to Special Hwy Reserve for 20,000

From Water Fund to Water Reserve for 120,000

From Water Fund to General Fund for 35,000

From Wastewater Fund to Wastewater Reserve for 105,000

From Wastewater Fund to General Fund for 40,000

From Electric Fund to Electric Reserve for 750,000

From Electric fund to General Fund for 300,000

 

Commissioner Baughman moved to approve the proposed 2016 year end transfers. Commissioner Morse seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Collection Service Agreement – Ordinance No. 1679:

 

Ordinance No. 1679 was presented as reads as follows:

 

AN ORDINANCE FINDING THE ADVISABILITY OF AND ORDERING THE ADOPTION OF RULES AND REGULATIONS, TO    CONDUCT COLLECTION EFFORTS FOR PAST DUE SERVICES RENDERED BY ANY AND ALL CITY OF WAMEGO, KANSAS, UTILITIES, OR OTHERWISE PURSUANT TO CITY CODE OF THE CITY OF WAMEGO, KANSAS, AND ESTABLISHING AN EFFECTIVE DATE THEREFORE, AND PROVIDING FOR THE ENFORCEMENT THEREOF.

 

Commissioner Morse moved to adopt Ordinance No. 1679. Commissioner Baughman seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Power Plant Insulation Review:

 

Merl Page reported two proposals were received to reinsulate the engines at the power plant. It was staff’s recommendation to accept Midwest Insulation Services proposal for $8,860. The other proposal was from Associated Insulation for $10,885. Commissioner Baughman moved to accept Midwest Insulation’s proposal of $8,860 to reinsulate the engines at the power plant. Commissioner Morse seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Frisbee Golf Event:

 

Shad Shafer was present to request a Disc Golf event to be held in Pennyland Park.  After some discussion, Commissioner Baughman moved, seconded by Commissioner Weixelman, to approve the request for a disc golf event to be held June 17th.  Motion carried.  Aye:  4, Nay: 0.

 

Proclamation – Mental Health Month:

 

Mayor Ditto proclaimed May Mental Health Month.

 

City Manager and Other Reports:

 

Merl Page advised library minutes, finances and statistics were included in the meeting packet. The Kansas Government Journal was included in some packets and some were mailed.  

 

He also reminded the Governing Body of the upcoming GRDA facility tour May 25th.

 

Some members of pool committee will be at the June 6th regular meeting and there will be recreation board recommendations.

 

The Kansas League of Municipalities annual conference will be in September instead of October.

 

The Kansas Sampler is officially over, but is transitioning into promoting specific counties each year.
