City Commission Minutes 05/02/2017

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, May 2, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Clifford Baughman, Thomas Beem and Robert Morse, Jr. 

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on April 18, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Weixelman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1524.  After a careful review and discussion thereof, Commissioner Morse moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1524.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, May 16, 2017 at 4:30 P.M.

 

Crossroads Soccer Agreement:

 

At the last regular meeting, the City Manager presented a draft agreement for Crossroads Soccer but had not had any feedback from the organization, so the issue was tabled. The City Manager reported he had received a letter from Wymetta Newell in regards to the contract. She was not in full agreement with the contact and provided a letter. Mayor Ditto moved to approve the proposed agreement. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.     

Rezoning - Morningview (R-1 to R-2): 

 

Merl Page reported the Planning Commission unanimously voted to deny a rezoning request for 1414/1416 Poplar from R-1 to R-2. Commissioner Weixelman moved to uphold the Planning Commission’s decision to deny a change in zoning for 1414/1416 Poplar Street from R-1 to R-2. Commissioner Morse seconded the motion. Motion carried. Aye: 5, Nay: 0.    

 

Power Plant Maintenance Request:  

 

The City Manager reported that asbestos was discovered in the insulation of three of the power plant engine exhaust pipes. A proposal had been received from Associated Insulation in the amount of $13,560 to remove the insulation and asbestos. The other option would be to encapsulate the insulation at a cost of $5,965. It was staff’s recommendation to have Associated Insulation remove the asbestos insulation and to get competitive prices to reinsulate after some minor repairs were made. After a lengthy discussion, Commissioner Baughman moved to accept Associated Insulation’s proposal of $13,560 to remove the asbestos insulation from three engines at the power plant and then go out for competitive prices to reinsulate the units. Commissioner Morse seconded the motion.  Motion carried. Aye: 5, Nay: 0.

  

City Manager and Other Reports:

 

Merl Page advised a public meeting would be held May 23, 2017 at 6:00 PM to answer questions and show proposed phases for the 4th Street Project.

 

He also reminded the Governing Body of the upcoming GRDA facility tour May 25th.

 

The City monthly calendar was included in the meeting packets.

 

City sales tax was up 2.1% and County sales tax was also up 2.6% for the same quarter as last year.
