City Commission Minutes 04/19/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, April 19, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto and Thomas Beem.  

 

Robert Morse Jr. was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on April 6, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Ditto and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye:  4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1499.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1499.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, May 3, 2016 at 4:30 P.M. 

 

Annual Report – Board of Zoning Appeals:

 

Woody Surs was present to give the Governing Body an annual report regarding the Board of Zoning Appeals. He advised the board held two (2) meetings in 2015 and currently has an extraterritorial vacancy. The Governing Body thanked the Board of Zoning Appeals and staff for their time and dedication.

 

Annual Report – Planning Commission:  

 

Robert Owens was present to give the Governing Body an annual report regarding the Wamego City Planning Commission. It was reported that the sidewalk master plan had been approved and would be beginning in 2016. The Planning Commission has an extraterritorial vacancy. The Governing Body thanked the Planning Commission and staff for their time and dedication.

 

Wicked Run – Doug Sellers:  

 

Doug Sellers reported the Wicked Run had a transportation issue and the start of the race was delayed but was successful. He requested a change for the route in 2017, which would include closing 5th Street at Lincoln Avenue as well as limiting parking along the route. Commissioner Ditto moved to table the issue until the next regular meeting May 3, 2016 to evaluate the proposed route. Commissioner Enns seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Fundraiser – Young Professionals:    

 

Megan Umscheid, Chamber Director, reported the Young Professionals would be holding a ball tournament as a fundraiser for a local unnamed benefactor, October 1, 2016, which coincides with the Oz Festival. They will be having food trailers or vendors to provide concessions for the tournament. Megan requested the City waive fees that might be associated with the concessions. Commissioner Beem moved to waive fees for the Young Professionals not for profit fundraiser. Commissioner Ditto seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Board Appointment – Wamego Housing Authority:  

 

Mayor Baughman appointed Ila Bartels to the Wamego Housing Authority as the residence member with the term expiring 3-25-2017.

 

Merl Page informed the Governing Body that he had received an application for the Wamego Public Library Board from David Sauer. Mr. Sauer would be taking Eric Benson’s position. By law Library Board members must take a 12 month absence after having served for 3 consecutive terms.  Mayor Baughman appointed David Sauer to the Wamego Public Library Board, his term will expire 4-30-2020.

 

Parking Lot Variance Request – USD 320:

 

The City Manager advised a request had been received from USD 320 asking for a variance on paving the temporary parking lot at 8th Street and Poplar Street. The school needs additional parking but does not have a permanent plan for the area. Commissioner Beem moved to all a one (1) year variance for the temporary parking at 8th Street and Poplar Street for USD 320. The variance will expire June 30, 2017 and be contingent upon the other regulations for a parking lot be followed.  Motion carried.   Aye: 4, Nay:  0.

 

Power Supply Agreement – WAPA:

 

Merl Page reported he had received an agreement from KMEA to extend the current Western Area Power Administration (WAPA) hydropower agreement from expiring in 2024 to expiring in 2054. The only significant change was WAPA’s ability to pull a certain percentage of power back out of the agreement every five (5) years if necessary to every ten (10) years.  Merl requested the Governing Body authorize the Mayor to sign the agreement after review by the City Attorney and the City’s energy consultant. Commissioner Ditto moved to authorize the Mayor to sign a new agreement with KMEA contingent upon the City Attorney and the energy consultant’s review. Commissioner Enns seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Equipment Review – Police Department:

 

The City Manager advised the Chief of Police had received two quotes for an additional utility vehicle.  KanEquip quoted $10,395 for a 2013 New Holland with 70 hours and John Deere quoted $11,300 for a 2012 with 900 hours. Commissioner Enns moved to approve the purchase of $10,395 for a New Holland utility vehicle from KanEquip. Commissioner Ditto seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Equipment Review – Recreation Department:

 

Merl Page reported the vacuum for the swimming pool needs to be replaced at a cost of approximately $5,000. Commissioner Ditto moved to approve the purchase of a vacuum for the City swimming pool.  Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Recreation Advisory Board Recommendation:

 

The City Manager reported the pool manager is qualified to certify lifeguards. It is the Recreation Advisory Board recommendation to have the pool manager give the class to certify lifeguards. Commissioner Enns moved to authorize the pool manager to certify lifeguards. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0

 

Arbor Day Proclamation:

 

Mayor Baughman proclaimed April 29, 2016 as Arbor Day recognition in the City of Wamego.

 

City Manager and Other Reports:

 

The City Manager reported the 150th Celebration had a booth at the Tulip Festival and is planning on a City block party and beer garden June 4, 2016. The 150th committee requested the City apply for the license from the State for the beer garden. Commissioner Ditto moved to have another entity, other than the City, apply for the beer garden license. Commissioner Enns seconded. Motion carried.  Aye:  4, Nay:  0.

 

Included in the meeting packets were the library minutes, finances and statistics as well the Kansas Government Journal.

 

At this time, Commissioner Beem moved to adjourn into executive session for a period of twenty (20) minutes reconvening at 7:05 P.M. to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships.  Commissioner Enns seconded the motion.  Motion carried.  Aye:  4, Nay:  0.
