City Commission Minutes 04/05/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, April 5, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Robert Morse, Jr., Victor Enns, William Ditto and Thomas Beem.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on March 15, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Ditto and seconded by Commissioner Enns to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1498.  After a careful review and discussion thereof, Commissioner Morse moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1498.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, April 19, 2016 at 4:30 P.M. 

Annual Report – Hospital Board:

 

Lanny Bosse was present to give the Governing Body an annual report regarding the Wamego City Hospital Board. He advised revenue for the hospital was up 1.6% and the payables were down 38% from the previous year with a 1.4 million current fund balance. The Governing Body thanked the Wamego City Hospital Board and staff for their time and dedication.

 

City Hall Renovation:  

 

The City Manager reminded the Governing Body of the presentation by Bruce McMillan and special work session for security renovations at City Hall. It was the staff recommendation to pre-qualify bidders for the project due to the material and time constraints. Commissioner Enns authorized the City Manager and Bruce McMillan to move forward with the process for security renovations in City Hall. Commissioner Beem seconded the motion.  Motion carried.   Aye: 5, Nay:  0.

 

Board Resignation- Wamego Housing Authority:   

 

Merl Page reported he had received a letter of resignation from William (Glen) Linder, Jr. resigning from the Wamego Housing Authority.  Commissioner Ditto moved to accept Mr. Linder’s resignation. Commissioner Enns seconded the motion. Motion carried.   Aye: 5, Nay:  0.

Ordinance No. 1660 – Rezoning C-S to R-3:   

 

Commercial Properties requested rezoning of approximately seven tenths (7/10) of an acre behind 1800 Farrell Drive. A public hearing was held with no protests during the 14 day waiting period, as well as a unanimous approval from the Planning Commission. Ordinance No. 1660 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REZONING THE NORTH .692 ACRES OF LOT 5, WEST HIGHWAY 24 UNIT TWO ADDITION TO THE CITY OF WAMEGO, KANSAS, LOCATED NORTH OF 1800 FARRELL DRIVE IN THE CITY OF WAMEGO, FROM C-S: HIGHWAY SERVICE DISTRICT, TO R-3:  MULTIPLE-FAMILY DWELLING DISTRICT; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Beem moved to approve Ordinance No. 1660. Commissioner Ditto seconded the motion. Motion carried.   Aye: 5, Nay:  0.

Insurance Renewal (Property/Casualty):   

 

The City Manager reported the insurance renewal had been received. The premium would increase 3.6%, however he has contested the increase on the values for the wastewater treatment plant. If any adjustment is made it will be by a refund check. Commissioner Ditto moved to accept the annual insurance renewal with Copeland Insurance. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

Board Appointment – Wamego Library Board:  

 

Merl Page informed the Governing Body that Karen Ross expressed interest in being re-appointed to the Wamego Public Library Board. Mayor Baughman re-appointed Karen Ross to the Wamego Public Library Board with the new term to expire April 30, 2020.

Equipment Review:

 

The City Manager advised the City had the opportunity to trade two Ford cars for a Chevrolet truck for Dale Culbertson to drive.

 

Also, the City Manager reported an agreement with Coranco Great Plains, Inc., had been received to assist in the movement of the GAC System from Hutchinson to Wamego. The cost of the agreement is $92,705.  However, 45% of that cost is for the carbon media for the system. The City Attorney had reviewed the document and requested certain language changes. Commissioner Ditto moved to accept the agreement from Coranco Great Plains, Inc., at a cost of $92,705 contingent on compliance with the City Attorney’s requested changes. Commissioner Morse seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager presented the official 150th Celebration proclamation to the Governing Body and Sheryl Wohler. There was also a request from the 150th Celebration committee to close Lincoln from 4th to 6th and 5th Street from Elm to Ash for the block party on June 4th. Commissioner Ditto moved to approve the request for the block party on June 4th for the 150th Celebration. Commissioner Morse seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Included in the meeting packets were a reception notice for the library on April 12th, the April City calendar and the Kansas Government Journal.  

 

Merl Page reported no petitions were filed against the Charter Ordinances within the deadline for the Commission term extensions to January and the filling of vacancies, as well as the change of elections for the City from April to November.

 

Commissioner Ditto then moved to extend Mayor Baughman’s term as Mayor to coincide with the January extensions for Commissioners. Commissioner Beem seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

The City Manager reported City sales tax was down 1.1% and the County was up .5% for the same time last year.
