City Commission Minutes 03/15/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, March 15, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Robert Morse, Jr., Victor Enns, William Ditto and Thomas Beem.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on March 1, 2016. After a careful reading and discussion thereof, it was moved by Commissioner Ditto and seconded by Commissioner Morse to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1497.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1497.  Motion carried.   Aye: 5, Nay:  0.

Public Comments and Communications:

 

The City Manager reminded the Governing Body of the special work session at 5:00 P.M. on March 29, 2016 with Bruce McMillan scheduled at the March 1, 2016 regular meeting.

 

Mayor Baughman called for a regular work session on Tuesday, April 5, 2016 at 4:30 P.M. 

Annual Report – Recreation Advisory Board:

 

The Recreation Director, Kristin Jones, and the Recreation Advisory Board member, Will Jones, were present to give the annual report for the Recreation Advisory Board. Kristin reported most children’s activities have seen an increase in participation, several new craft classes were introduced in 2015 with great success. The Governing Body thanked Kristin and Will for their time and dedication to the program.

 

Wicked Marathon Update:  

 

Doug Sellers was present to report approximately 450 participants have registered for the Wicked Marathon, March 26, 2016. Mr. Sellers has been coordinating with the local police and the sheriff’s office for the logistics. He also reported the money raised by the marathon is donated to local non for profits. He expects the marathon to grow each year.  

 

Pool Facility Ad Hoc Committee:    

 

Merl Page reported he had several names for the pool facility ad hoc committee to be appointed by the Mayor. Jan Eichman, Steve Land, Jeff Wick, Zachery Brunner, Jace Ward, Ben Huddleston, Kristin Jones, Stacie Eichem, Merl Page and Commissioner Ditto were appointed to the pool facility ad hoc committee. Merl Page will be a non-voting member.                                                                                                                                               

GAC System Proposal Review:   

 

The City Manager advised a chemical has been found in the City’s water. The chemical has not exceeded action levels and there is no danger at this time. The chemical dissipates over time, however to be proactive, KDHE has offered equipment that can remove the chemical from the water. Due to the size of the equipment, a building will need to be built to house it. Two bids were received for the construction of this building. The bid from Construction Inc. was $165,192 and a bid from Walters Morgan was received for $195,362. It is the City Manager’s recommendation to accept the bid from Construction Inc. for $165,192. Commissioner Enns moved to accept the Construction Inc. bid for $165,192 to construct a building to house the GAC System equipment. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

 

Policy Review – Background Checks:    

 

Merl Page reported it was recommended by the Recreation Advisory Board for the City to run background checks on volunteer coaches. City staff has drafted policy that is currently being reviewed by the City Attorney. If approved the City would contract with a company that would run the background checks. The volunteers would register themselves with the company, if they are denied, the company would contact the volunteer direct. The only information the City would get from the company would be an approval or denial based on pre-determined criteria. Commissioner Morse moved to approve the background check policy for recreation volunteers contingent upon City Attorney review. Commissioner Ditto seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Policy Review – Personnel Policies:   

 

The City Manager reported the personnel policy for City employees had not been updated in several years. Staff and two commissioners had worked together to update the policy. The policy is currently being reviewed by the City Attorney. Commissioner Ditto moved to approve the amended City of Wamego Personnel Policy contingent upon City Attorney review. Motion carried.   Aye: 5, Nay:  0.

 

Board Appointment – KMEA:  

 

Merl Page informed the Governing Body that the KMEA Board position #2 is expiring April 30, 2016.  That position is currently being held by the City Manager.  The terms are for two years.  At this time, Commission Beem moved to re-appoint Merl Page, City Manager, to the KMEA Board position.  Commissioner Morse seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

Equipment Review:

 

The City Manager advised the City owns a large van that was originally purchased for the fire department. Currently, the van is rarely used. He wanted to know how the Governing Body felt about the van. Commissioner Ditto moved to authorize Merl Page to make any decisions regarding the van. Commissioner Morse seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Equipment Review – Power Plant:

 

Merl Page reported an enunciator panel at the power plant needs to be replaced at a cost of approximately $9,500. Commissioner Enns moved to authorize the purchase of an enunciator panel for the power plant at a cost of $9500. Commissioner Beem seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager reported there will be signing celebration at the Governor’s office, March 25, 2016 at 9:30 AM for a 150th Celebration proclamation.

 

The library minutes, finances and statistics were included in the meeting packets.

 

Merl Page reported the local International Order of Odd Fellows has donated $1,500 to the City for recreation equipment.  

 

At this time, Commissioner Ditto moved to adjourn into executive session for a period of twenty (20) minutes to discuss Attorney-Client privilege and to reconvene the meeting at 7:09 PM.  Commission Enns seconded the motion. Motion carried. Aye: 5, Nay: 0. 

 

The meeting reconvened within the allotted time period, whereupon Commissioner Beem moved to adjourn back into executive session for an additional five (5) minutes and reconvening at 7:14 PM.  Commissioner Morse seconded the motion.  Motion carried.

 

The meeting reconvened within the allotted time period.
