City Commission Minutes 03/07/2017

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, March 7, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Clifford Baughman, Robert Morse Jr. and Thomas Beem.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on February 21, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1520.  After a careful review and discussion thereof, Commissioner Morse moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1520.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Thursday, March 16, 2017 at 4:30 P.M.

 

Tim Winter, USD 320 Superintendent, was present to request the City of Wamego waive permit fees for several renovations the school will be making. Commissioner Morse recommended Mr. Winter and Merl Page collaborate to evaluate what the City can do. The City has worked with the school district in past.

 

Wicked Marathon – Doug Sellers:

 

Doug Sellers reported he could not reach an agreement with Howell Lumber to close 6th Street for the Wicked Marathon. He will place volunteers to handle the additional traffic. He has had approximately 400 runners sign up.

 

 

Wamego Housing Authority Annual Report:

 

Joni Chrest gave the Housing Authority’s annual report. Housing Authority members present were Sue Gordon, Dr. Barbara Kerr and Leo Tauer. Joni Chrest advised the Governing Body that there are two vacancies which she expects to be filled by April. Joni also advised that the Housing Authority is still under contract with the Atchison Housing Authority. Instead of apartment renovations, several heat/air units were replaced with more being replaced in 2017. John Zookel is the maintenance person. The Governing Body thanked Joni Chrest and the Wamego Housing Authority Board for their time and dedication.

 

Annual Report –Airport Board:  

 

John Hupe and Matt Totten were present to report on the activities of the Airport Board this past year.  John reported two new hangars were completed as well as some roof and siding repairs. John also reported the cost of a credit card pump for airport fuel is approximately $20,000. The Airport Board feels that a credit card pump would be a great service and generate a small amount of income. He reported five (5) to fifteen (15) planes want to fly in and out over the Tulip Festival weekend. Merl Page reminded the Governing Body that the Airport is not a stand-alone entity but a department of the City. Merl and John will set up a meeting to discuss the financing of the credit card fuel pump. The City Commission thanked them for their dedication and hard work.

 

Utility Extension Request:

 

The City Manager advised Nemaha Valley Coop has requested water service at their location on Valley Street. At this time, this is just information for the Governing Body.

 

Equipment Review – Parks and Cemetery:

 

The City Manager reported that the Parks and Cemetery Department are requesting to purchase a new mower and a used blower for their department.  He reported that the budget can accommodate the request.  Commissioner Beem moved, seconded by Commissioner Weixelman, to approve the requested purchase.  Motion carried.  Aye:  5, Nay:  0.

  

Uniform Rental Review:

 

Merl Page reported the contract for the city’s uniform rental was up for renewal at the same cost as the previous year. Commissioner Baughman moved to authorize Merl Page to sign the renewal agreement with Cintas for the City uniform rental. Commissioner Beem seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

 

Ordinance No. 1678- Community Comp Plan:  

 

Ordinance No. 1678 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS AMENDING CHAPTER XVI, ZONING AND PLANNING, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE SECTIONS 1 THROUGH 8 AND APPENDIXES A AND B OF THE DOCUMENT KNOWN AS “THE CITY OF WAMEGO, KANSAS, COMPREHENSIVE COMMUNITY PLAN – 2016 EDITION,” PURSUANT TO KSA-12-747; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Weixelman moved to approve Ordinance No. 1678. Commissioner Baughman seconded the motion.  Commissioner Morse stated he would like two (2) more weeks to read the Plan changes. Motion failed.  Aye:  1 (Beem), Nay: 4.

 

Commissioner Morse moved to table the issue until the next regular meeting. Commissioner Baughman seconded the motion. Motion carried. Aye:  4, Nay:  1 (Weixelman).

 

City Manager and Other Reports:

 

The City Manager reminded the Governing Body about the Community Foundation Scholarship dinner in May.  He asked if any Commissioners would be interested in going. Several are checking their calendars.   

 

The City Manager reported that the Library information was distributed to the Commission for their perusal.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of ten (10) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and the Commission would reconvene at 6:48 PM.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The Mayor called the meeting back to order at 6:48 PM.
