City Commission Minutes 02/21/2017

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, February 21, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Clifford Baughman, Robert Morse Jr. and Thomas Beem.  

 

Also present were:  City Manager, Merl Page, and Assistant City Attorney, Jake Pugh.  

 

The City Manager presented the minutes of the regular meeting of the Governing Body held on February 7, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Baughman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Manager then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1519.  After a careful review and discussion thereof, Commissioner Baughman moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1519.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, March 7, 2017 at 4:30 P.M.

 

Wicked Marathon – Doug Sellers:

 

Doug Sellers was scheduled to report back and was unable to attend.  The City Manager expects an update at the March 7th meeting.  Therefore, Commissioner Baughman moved to table this item until the next regular meeting. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Recreation Advisory Board Annual Report/Recommendations:

 

Kristin Jones, Recreation Director, presented information related to the recreation activities in 2016.  In addition, she discussed new activities to be available in 2017.  After some questions and further discussion, the City Commission thanked her for the report and expressed their appreciation for those that serve on the Board.

 

At this time, the City Manager reported on the recommendations the Board had regarding swimming events in 2017.  The Recreation Advisory Board recommended to have three promotional events at the pool in 2017.  They included a Fathers’ Day event, a family event in July and a school promotional day in August.  Commissioner Beem moved to approve the recommendations.  Commissioner Morse seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Tax Abatement Renewals:    

 

The City Manager presented the tax abatement renewals for Homestead Senior Housing and Caterpillar Work Tools.  After brief discussion, Commissioner Baughman moved to approve the renewal for both entities.  Commissioner Morse seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

Equipment Review – Parks and Cemetery:

 

The City Manager reported that the Department Supervisor, Shad Hufnagel, is recommending to divest of a piece of equipment.  The particular equipment is the “Cutie” trickster, as parts are not readily available.  After some discussion, Commissioner Baughman moved to authorize the City to seek sealed bids for the equipment.  Commissioner Weixelman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

  

Fundraiser – 2nd Down Sports:

 

Casie Newman, representing 2nd Down Sports, requested permission to have a 5K run on May 13th to raise money for their organization that assists kids on equipment costs for youth sports.  Part of the route is on City streets.  Commissioner Baughman moved to authorize the event route in the City.  Commissioner Weixelman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

 

Land Acceptance - KDOT:  

 

The City Manager reported the City received notification that the area previously discussed for a dog park north of town has been approved by KDOT and the City can take ownership upon paying a $250 administrative fee.  This area is the location the Girl Scouts offered when presenting their desire to work with the City to facilitate a dog park to serve the area.  Commissioner Baughman moved, seconded by Commissioner Beem, to exercise the option and move forward with taking ownership of that area.  Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager reminded the Governing Body of Kansas Government Journal in their packets. 

 

The City Manager reported that in the coming months, the renewal for the hydropower contract with the Southwestern Power Administration will need to be considered.  The renewal will be for an additional fifteen years.

 

The City Manager reported that the “Running for Others” group will have a DJ at their event in April prior to their run.
