City Commission Minutes 02/16/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, February 16, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto and Thomas Beem. Commission Robert Morse, Jr. was absent.

 

Also present were:  City Manager, Merl Page, Director of Operations, Mac Campbell, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on February 2, 2016. After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye:  4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1495.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1495.  Motion carried.   Aye: 4, Nay:  0.

 

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, March 1, 2016 at 4:30 P.M. 

 

 

Annual Report – Recreation Advisory Board:   

 

The annual report for the Recreation Advisory Board was postponed to a future meeting. However the new Wamego Public Library director, Bryan McBride, was present to introduce himself to the Governing Body.

 

 

Tulip Festival Review:

 

The City Manager reported that logistics for the annual Tulip Festival in April will be the same as the last few years with portions of 5th Street and Ash Street being closed. Commissioner Enns moved to approve the closing of 5th and Ash Street for the annual Tulip Festival. Commissioner Ditto seconded the motion. Motion carried.  Aye:  4, Nay:  0.

 

 

Spring Festival- Central Elementary:    

 

Merl Page reported he received a request from Jessica Lane to close Elm Street between 7th and 8th Street for the annual spring fundraiser for Central Elementary on April 22, 2016. Commissioner Ditto moved to allow the street closure for the spring school fundraiser in April. Commissioner Enns seconded the motion. Motion carried.  Aye:  4, Nay:  0.

 

Equipment Review- Parks & Cemetery:

 

The City Manager reported Shad Hufnagel, park/cemetery supervisor, had presented a proposal to trade out two (2) older mowers for a new Grasshopper mower. According to Shad, it is most beneficial to trade out mowers between 400-700 hours. The two mowers that he wants to trade out have 1400 and 1300 respectively. One mower will be traded and the other sold outright. The total for a new Grasshopper mower will be $8794.25. It is the staff’s recommendation is to accept the presented proposal. Commissioner Beem moved to trade and sell two older model mowers and purchase a new Grasshopper mower for the Parks/Cemetery department. Commissioner Ditto seconded the motion. Motion carried.  Aye:  4, Nay:  0.

 

Tax Abatement Renewal – Homestead Housing and Caterpillar Work Tools Inc.:

 

The City Manager advised the Governing Body that Homestead Senior Housing and Caterpillar Work Tools Inc. had requested, and been granted a tax abatement. In order to stay in compliance with the tax abatement regulations, an Annual Claim for Exemption must be completed by both companies that verifies the property is still being used for the intended purpose related to the tax abatement. The claim must be certified by the City of Wamego to the Pottawatomie County Appraiser by March 1, 2016. At this time both parties have completed and returned the completed the Annual Claim for Exemption for submittal. Commissioner Ditto moved to authorize the City staff to submit and certify the Annual Claim for Exemption to the Pottawatomie County Appraiser for Homestead Housing. Commissioner Enns seconded the motion.  Motion carried.  Aye:  4, Nay:  0. Commissioner Ditto moved to authorize the City staff to submit and certify the Annual Claim for Exemption to the Pottawatomie County Appraiser for Caterpillar Work Tools. Commissioner Beem seconded the motion.  Motion carried.  Aye:  4, Nay:  0.

 

Board Resignation:

 

Merl Page reported he had received a letter of resignation from Errol Carley for the Wamego Hospital Board. Commissioner Enns moved to accept Errol Carley’s resignation. Commissioner Beem seconded the motion. Motion carried.  Aye:  4, Nay:  0.

 

Power Plant engine change order:

 

Merl Page reported one change order had been received for the new engine at the Power Plant. The change order was $8748.00 for a motor control center.  Commissioner Enns moved to approve the change order for $8748.00 for the engine project at the power plant. Commissioner Beem seconded the motion. Motion carried.  Aye:  4, Nay:  0.

                       

City Manager and Other Reports:

 

The City Manager reminded the Governing Body of the upcoming Employee Appreciation Dinner on February 19th.The library minutes, finances and statistics were included in the meeting packets. A retirement party for Mac Campbell will be held at the City Office on February 26 from 3-5pm. The new logo for the City will start being used in the upcoming months.

 

At this time, Commissioner Ditto moved to adjourn into executive session for a period of fifteen (15) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and to reconvene the meeting at 6:33 PM.  Commission Beem seconded the motion. Motion carried. Aye: 4, Nay: 0. 

 

The meeting reconvened within the allotted time period.
