City Commission Minutes 02/02/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, February 2, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Robert Morse, Jr. and Thomas Beem.

 

Also present were:  City Manager, Merl Page, Director of Operations, Mac Campbell, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on January 19, 2016. After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1494.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Morse, to approve and adopt Appropriation Ordinance Number 1494.  Motion carried.   Aye: 5, Nay:  0.

 

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, February 16, 2016 at 4:30 P.M. 

 

 

Ordinance No. 1659- Community Comp Plan:   

 

Ordinance No. 1659 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS AMENDING CHAPTER XVI, ZONING AND PLANNING, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE SECTIONS 1 THROUGH 8 AND APPENDIXES A AND B OF THE DOCUMENT KNOWN AS “THE CITY OF WAMEGO, KANSAS, COMPREHENSIVE COMMUNITY PLAN – 2015 EDITION,” PURSUANT TO KSA-12-747; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1659. Commissioner Morse seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

 

Walk for Warmth:    

 

The City Manager reported a request to use the Recreation Complex for the annual Walk for Warmth, from Rick Hernandez. The walk would be held April 9th, 2016 at 9 A.M., Commissioner Enns moved to authorize the use of the Recreation Complex for the annual Walk for Warmth. Commissioner Ditto seconded the motion. Motion carried.  Aye: 5, Nay:  0.

                       

City Manager and Other Reports:

 

Merl Page reported that the close out meeting for the new engine at the power plant was held January 26th. The project will not be closed with Fairbanks Morse until the City receives the certification from KDHE. The warranty has been verified and is active until August 2017.

 

The City Manager reminded the Governing Body of the upcoming Ag Appreciation Night on February 13th and the Employee Appreciation Dinner on February 19th.

 

City sales tax was even 0.0% and the county sales was up 2.47% compared to last year.

 

The City Calendar and the Kansas Government Journal were included in the Commission Packets.

 

The City Manager mentioned he was going to seek proposals from the League to recodify the City ordinances.

 

At this time, Commissioner Morse moved to adjourn into executive session for a period of five (5) minutes to discuss Attorney-Client privilege and to reconvene the meeting at 6:25 PM.  Commission Enns seconded the motion. Motion carried. Aye: 5, Nay: 0. 

 

The meeting reconvened within the allotted time period, whereupon Commissioner Ditto moved to adjourn back into executive session to discuss Attorney-Client privilege for an additional five (5) minutes and to reconvene the meeting at 6:30 PM.  Commissioner Enns seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

The meeting reconvened within the allotted time period.
