City Commission Minutes 01-17-2017

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, January 17, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Richard Weixelman, William Ditto and Thomas Beem.  Robert Morse, Jr. was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on January 3, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1517.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1517.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, February 7, 2017 at 4:30 P.M.

 

Wicked Marathon – Doug Sellers:

 

Doug Sellers was present to request additional street closings for the Wicked Marathon in March. He requested closing 6th Street from Vine Street to Lincoln Avenue to thru traffic. Commissioner Ditto moved to table this issue until the next regular meeting. Commissioner Weixelman seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Sine Die – City Commission Reorganization:

 

Commissioner Beem moved to adjourn into Sine Die for the purpose of reorganization of the Governing Body for the ensuing year.  Commissioner Ditto seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

The City Manager reported Commissioner Richard Weixelman took his oath of office prior to this January 17, 2017 regular meeting and is in good standing. 

 

The City Commission of Wamego, Kansas, met in adjourned Regular Session on the above date at the Wamego City Building, 430 Lincoln Avenue, Wamego, Kansas.  Mayor Baughman moved to elect Commissioner William Ditto as Mayor for the next year.  Commissioner Weixelman seconded the motion. Motion carried, 3-0-1 with Commissioner Ditto abstaining.

 

Mayor Ditto moved to elect Commissioner Morse as the Mayor Pro-Tem for the next year.  Commissioner Baughman seconded the motion. Motion carried, 4-0. Mayor Ditto called the meeting back to order by calling for new business.

 

Hospital Facility Review:   

 

Steve Land was present to request authorization from the Governing Body to move forward with building a permanent structure for the Senior Behavioral Health Program currently housed in the temporary module structure on the southeast side of the Wamego Health Center.  The module would be moved out once a permanent structure is in place. The proposed site would be the lot owned by the City west of the hospital. Steve explained the structure would have a floor plan and exterior similar to a three (3) bedroom house to help with the senior program as well as resale value if necessary at a later date. Commissioner Baughman moved to authorize Wamego Health Center to move forward with plans for a permanent structure on the land to the west of the Wamego Health Center. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Architect Service Review – Wamego Health Center:  

 

Bruce McMillan was present with Steve Land to propose an agreement for the architectural design for the development of the land to the west of Wamego Health Center for the Senior Behavioral Health Program. Merl Page recommended the Governing Body authorize a base contract with alternate services to be determined as necessary. Commissioner Baughman moved to authorize the signing of a base contract with Bruce McMillan Architects for the property development west of the Wamego Health Center. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Resolution No. 20170117 – Roadrunner Properties:

 

Commissioner Baughman moved to approve Resolution No. 20170117 which was presented and reads as follows:

 

A resolution of the governing body of the CITY OF WAMEGO, KANSAS approving the form of Amendment No. 1 to certain BOND DOCUMENTS entered into by the CITY in connection WITH the issuance by the CITY of its TAXABLE MULTIFAMILY RESIDENTIAL RENTAL REFUNDING AND IMPROVEMENT Revenue Bonds, Series 2015A and Series 2015B.

 

The motion was seconded by Commissioner Weixelman.  Motion carried.  Aye: 4, Nay: 0.

 

Ordinance No. 1677- Final Plat (Bluestem):  

 

Ordinance No. 1677 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING THE FINAL PLAT OF “WAMEGO INDUSTRIAL PARK UNIT SIX A REPLAT OF LOTS 34 – 38, WAMEGO INDUSTRIAL PARK UNIT THREE AND LOT 39, WAMEGO INDUSTRIAL PARK UNIT FOUR AND VACATED RIGHT-OF-WAY OF SHANOTE LANE AND A PARCEL OF LAND LOCATED IN THE SOUTHEAST QUARTER OF SECTION 3, TOWNSHIP 10 SOUTH, RANGE 10 EAST, POTTAWATOMIE COUNTY, KANSAS.  AN ADDITION IN THE CITY OF WAMEGO, KANSAS”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH

 

Commissioner Baughman moved to approve Ordinance No. 1677. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Resolution - GAAP Waiver: 

 

Merl Page presented the resolution regarding the GAAP Waiver. Commissioner Beem moved to approve Resolution 20170117-A.  Commissioner Baughman seconded the motion.  Motion carried: Aye: 4, Nay: 0.

 

Flint Hills Regional Council Representative:  

 

Commissioner Baughman moved to nominate Commissioner Weixelman to serve as the City of Wamego’s representative on the Flint Hills Regional Council. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Recreation Board Updates and Recommendations:

 

The City Manager reported several recommendations, which included new programs, fees, forms and pool hours to the Governing Body from the Recreation Advisory Board. Commissioner Baughman moved to approve the reported recommendations (as reflected in the Recreation Advisory Board minutes). Commissioner Weixelman seconded the motion. Motion carried. Aye: 4, Nay: 0.  

 

He also advised the recreation department needed clarification on how donated equipment should be handled. The Governing Body by general consensus advised all equipment donations should be given to organizations similar to the Community Health Ministries.

 

Board Appointment – Board of Zoning Appeals:  

 

Mayor Ditto reappointed Linda Mackey to the Board of Zoning Appeals for another three (3) year term.

 

KMU Letter Request:

 

The City Manager reported that a support letter from various KMU members regarding the preservation of tax exempt financing was be circulated.  The City of Wamego had been asked to be a signing party on the letter.  After some discussion Commissioner Beem moved, seconded by Commissioner Weixelman, authorizing the City of Wamego to be included in the signatures supporting the preservation of tax exempt financing to be presented to our elected delegation in Washington, D.C.  Motion carried.  Aye:  4, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager reminded the Governing Body of the Leaders Retreat January 20th and 21st, as well as Local Government Day January 25th. He also advised the Kansas Government Journal and the annual board report schedule were included in the meeting packet.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of fifteen (15) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and the Commission would reconvene at 7:15 PM.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 4, Nay:  0.

 

The Mayor called the meeting back to order at 7:15 PM.

 

No further business appearing, meeting was adjourned.
