City Commission Minutes 01/03/2017

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, January 3, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Robert Morse Jr. and Thomas Beem.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Manager presented the minutes of the regular meeting of the Governing Body held on December 20, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1516.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1516.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications/Special Presentation:

 

Mayor Baughman called for a regular work session on Tuesday, January 17, 2017 at 4:30 P.M.

 

At this time, the City Manager presented Commissioner Enns with a plaque for his years of service and thanked him for his service with the City Commission.

Communications Equipment – Police Department:

 

Merl Page reminded the Governing Body of the police department communications issue that has been tabled from the past several meetings. Chief Baker was present for any questions. After a short discussion, the Governing Body, by general consensus, requested Chief Baker research what other options may, or may not, be available the dispatch communications before the Commission acts on the major investment for a new console. They would like a full cost comparison which would include, but not limited to, maintaining the current system, upgrading or outsourcing. The issue will be on the agenda again in the next two or three months.

 

Dog Park Update/Review:

 

The City Manager reported KDOT offered to deed property between Kaw Valley Rd and Highway 99, north of the Wamego city limits, to the City of Wamego for a dog park. The Pottawatomie County engineer advised there would have to be a 60 foot right of way on Kaw Valley Rd. Commissioner Beem moved to authorize the acquisition of the property north of Wamego between Kaw Valley Rd. and Highway 99. Commissioner Enns seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Contract Review – Aquatic Facility Consultant:  

 

Merl Page reported he had received a contract from Aquatic Design Group for the upcoming pool project. Commissioner Beem move to authorize the mayor and city officials to sign the contract to start the project. Commissioner Morse seconded the motion. Motion carried. Aye: 5, Nay:  0.

 

Ordinance No. 1674 – Bluestem:  

 

The City Manager reported that the Planning Commission had unanimously approved the proposed rezoning of several lots in the industrial park for Bluestem Electric. Ordinance No. 1674 was presented and read as follows:  

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REMOVING C-S:  HIGHWAY SERVICE DISTRICT OVERLAY ZONING UPON LOTS 36, 37 AND 38 OF WAMEGO INDUSTRIAL PARK UNIT 3, AN ADDITION IN THE CITY OF WAMEGO, KANSAS, AND LOT 39 OF WAMEGO INDUSTRIAL PARK UNIT 4, AN ADDITION IN THE CITY OF WAMEGO, KANSAS, REMOVING I-1:  LIGHT INDUSTRIAL DISTRICT OVERLAY ZONING UPON LOTS 34 AND 35 OF SAID INDUSTRIAL PARK UNIT 3 ADDITION,  RETAINING THE I-P:  INDUSTRIAL PARK DISTRICT “PARENT” ZONING UPON ALL AFOREMENTIONED LOTS, AND APPLYING SAID I-P DISTRICT ZONING FOR AN ADJOINING 2.47 ACRE TRACT RECENTLY ANNEXED INTO THE CITY, ALL SUCH PROPERTY BEING SITUATED ALONG THE EAST SIDE OF SOUTH WIND DRIVE IN THE CITY OF WAMEGO, KANSAS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1674. Commissioner Morse seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Equipment Review – Police Department:  

 

Merl Page reported the City contacted seven vendors for bids on a new Durango for the police department. One bid was received from Nemaha Valley Motors for a Dodge Durango at a cost of approximately $29,000 after the trade in of the old Ford Explorer and 15 passenger van. Merl also reported $40,000 had been budgeted for this item.  Commissioner Morse moved to authorize the purchase of a Dodge Durango from Nemaha Valley Motors for $29,000 after trade-ins. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Ordinance No. 1675 - Storage Units:

 

Commissioner Enns moved to approve Ordinance No. 1675 which was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING CHAPTER IV. BUILDINGS AND CONSTRUCTION, ADDING ARTICLE 16. SHIPPING CONTAINERS, PROHIBITING SHIPPING CONTAINERS IN RESIDENTIAL DISTRICTS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

The motion was seconded by Commissioner Beem.  Motion carried.  Aye: 5, Nay: 0.

 

Ordinance No. 1676- Sanitary Sewer:  

 

Ordinance No. 1676 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 15-404 OF THE CODE OF THE CITY OF WAMEGO, KANSAS, SETTING FORTH OWNER RESPONSIBILITIES FOR SEWER LATERALS AND TAPS CONNECTING TO CITY OF WAMEGO SEWER MAINS;  AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

Commissioner Ditto moved to approve Ordinance No. 1676. Commissioner Morse seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Security System Proposal Review:  

 

The City Manager reported Chief Baker was working with Wamego Telecommunications regarding community safety and having camera systems in various locations throughout the City. It would be for a three (3) year contract. The City could purchase the equipment for a cost of approximately $18,000 and $500 per month or $1,100 per month turnkey. Commissioner Beem moved to authorize contracting with Wamego Telecommunication for security cameras with the City purchasing the equipment upfront and a $500 monthly fee. Commissioner Enns seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

2017 Calendar Changes:  

 

Merl Page advised the first commission meeting in July will be on the 4th of July. Commissioner Ditto moved to hold the first regular City commission meeting in July on Wednesday, July 5th. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Columbian Theatre Lighting:

 

The City Manager reported the recreation department would be holding several art classes in the basement of the Columbian Theatre. In order to accommodate art classes the lights in the basement would need to be changed at a cost of $750 to $1,000.  Commissioner Ditto moved to repair the lights in the basement of the Columbian Theatre. Commissioner Morse seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Handicapped Parking 4th & Elm:

 

Merl Page reported he had received a request to allow a handicapped parking stall be installed at the west end of the parking lot of 4th and Elm Bar and Grill. Commissioner Ditto moved to authorize a handicap parking stall on the west end of the 4th and Elm Bar and Grill parking lot. Commissioner Morse seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

City Manager and Other Reports:

 

The City Manager reminded the Governing Body of the Leaders Retreat January 20th and 21st, as well as Local Government Day January 25th. He also advised the monthly City calendar and Library minutes, finances and statistics were included in the meeting packet. Sales tax for the City was up .8% and up 5.3% for the County.
